I Traveled to Philly from Baltimore on a special occasion with friends and someone suggested Ms. Tootsie's restaurant as a good Soul Food choice. The only good thing about the experience was our wait time to be seated and the overrall decor of the restaurant. The waitress was not familiar with the menu at all and gave attitude when we asked questions about menu items, we had to request refills, after waiting about an hour for our entrees we had to wait several minutes to receive utensils. I ordered a fried fish dish with two sides one of which was the green beans (EPIC FAIL) the green beans tasted like salt and were inedible my fish dish was over seasoned as well, the complimentary corn muffins were burnt at the bottom, One friend ordered fried wings and a Waffle and his chicken was undercooked. I am sorry to say that I will not visit this restaurant again.

My 1st time to Philly n I was told to hit up Ms. Tootsies! I thought it was wonderful the place was very nice! I loved the way it was decorated! The food was very tasty n I lefted completely full! How could I forget the amazing homemade Tea! The only problem was that the food took a lil too long to come out. Other then that I enjoyed myself!

My 2 best friends and I made reservations for dinner. The restaurant opened at 7p and our reservation was for 730p. Nonetheless, they had not prepped any food so when we arrived we there was already a large party seated . The kitchen was so backed up and we were sent on the bar side(oh yeah I was 6 months pregnant) where we waited for an hour for reservations we made for 730p. After 5 pieces of watermelon we were finally seated and served at 9pm. The string beans were so salty I spit them out and the fish was disappointing. I was offered a free desert but not allowed to choose . The waitress brought out a slice of coconut cake of which I am allergic. Right!It seems they put more emphasis on upgrading the bar than maintaining good, quality food. I will never go back here because on top of slow service and poor food the waitress went word for word with me when I was spending my MONEY. Go back to the drawing board...oh yeah but, you will always make money off your BAR.

I am a recent visitor to the Philadelphia area thought I would try a little soul food. Ordered the smothered pork chops and rice with gravy, bad decision. I work for the USDA food inspection services and I was served tough pork chops with extremely salty gravy and boiled rice. Before I could notify management the bar tender had already removed my uneaten plate. If anyone decides to eat here I recommend a vegetable plate and check your blood pressure upon leaving

I had a party there feb 11, 2011 and at first I thought it was all falling apart with the wait of another large group but the staff was very pleasent they kept me and my 30 guest very comfortable and at the end of the night everyone had a blast even the staff the food was excellent and if they didnt have something the chef came out to apologize about it and made up for it! I even met Kevin and he is a wounderful gentalmen we had so much fun my sister TeNeil left out signing it was so beautiful something i will never forget thank you Ms.Tootsie's! I will be back in Sept 2012 with a very large group!

We will never go back. Not only did we wait for 30 minutes in an unair-conditioned room while only 3 tables were occupied on the main floor, we were told we had to wait an additional 15-20 minutes to place our order, even after we were seated, due to a "large party upstairs". Our cornbread came out 15 minutes after we ordered our drinks, the same song was on repeat for what it seemed like – hours… and servers and patrons bumped into our small table continuously. Then just when we thought it couldn't get any worse, our entrees arrived and mine was off and was sent back. The tilapia tasted like week old fish and the crab cake had no flavor at all. Therefore, I ordered an appetizer to-go because my fiancé was obviously finished his entire meal at this point.

After seeing this featured on the food network I had to give it a try. First, they served pillsbury rolls as the bread. Second, I asked for a side of mayo and the waitress said they are out. When potato sald is on their menu and the are out of mayo? Their potato salad is very starchy! The shrimp was overcooked. They try to fools folks out with good atmosphere.
