great for a low key meal
I live right near this spot and have eaten here at least once a week for the last 3.5 years. The food is delicious and incredibly cheap. #31 with egg noodles is my favorite. If I am walking by and smell the grilled beef cooking I crave the dish non stop until I can get in there and order it. The best iced Vietnamese coffee I have had in Philly as well. The owner is sweet, knows our order before we do, and always treats us well. If we see tourists looking at the menu outside we always send them in. Great neighborhood spot. Now I am craving it, may have to stop in for lunch today

Great Food, Great Price
Visited Philly for the USARL rugby Championships during Hurricane Irene. My wife and I walked the historical area and then Chinatown. We wanted to eat at local venues while we were in town. After walking around the area looking at menu after menu, we found Pho Cali. We had never had Vietnamese food before and wanted to try it. The restaurant was very beautiful and clean. Greeter was very pleasent. Everyone was nice and helped us with the menu. We had Tai Nam Pho and Tia Chin Pho which was EXCELLENT! We thank you for a wonderful eating experience. Now we have to find a Vietnamese restaurant in Florida that can match.

Must Eat
If you are looking for good authentic Vietnamese food - this is the palce to go! Staff is friendly, service is quick, and I never had a bad meal. No where else in China town compares!

PhoCali Review
This is the best place in town to get pho hands down. Even at a low price, you will still get fast and friendly service along with an excellent tasting meal. The food is always fresh and the workers there have always been very personable to me and my girlfriend. 5/5

Good deal
This is a great place for comfort food. I never get the traditional soup, and instead opt for the noddle dish...53 is great, grilled beef, spring roll, lots of veggies and just over $5. The drinks, spring rolls, and service are good, but I usually avoid rush hour...just from experience of it's popularity!

Great Place for Pho
Love the Pho - had it at several China Town spots, and by far the best. Friendly service, nice atmosphere, great location, and really good food. I recommend the Soda Chanh (Lemon Soda) to drink.
