Has it gone Bad?
I was in last week with some friends and noticed that the food here wasn't great as before. The waiter informed me that it's all under new management; therefore, new chef. The broth was not as flavorful. The food was not as tasty like before. The service was a little slow in getting my food out.

pretty good
Like all pho it is a great cheap meal. It may be nicer on the inside but you do pay for it. You get the best pho in the little pizza place looking spots like at 6th and washington. But still a real good meal at a good price.

We need more noodle shops like this.
I'm Asian and I've been eating in all kinds of Asian restaurants all my life. I especially enjoy a good, clean noodle shop with delicious food and no pests walking on the tables (such as Pho Cali). Pho Saigon is relatively new (I think they opened earlier this year) and already bringing out the Vietnamese families, so when food is good and clean, your rep will be great. On almost every visit, I've ordered pho soup and on my last visit I ordered a noodle bowl with grilled bbq pork and spring rolls. Everything is always delicious and tastes a little fresher than other noodle shops on Washington Avenue. The soup is not as flavorful as Nam Son, but the quality of meat might make up for it. Order a medium instead of a large bowl. There's more than enough food for one person there. The large bowl should be shared.
